International specialty re/insurance managing general agent (MGA) Rokstone has announced the launch of a dedicated cyber division and the appointment of Debbie Hobbs (pictured above) to lead the new unit.
Hobbs, who will join Rokstone in 2026 after completing her notice period, brings two decades of experience across legal, claims, and underwriting roles in the cyber insurance sector.
Hobbs is a qualified lawyer and has worked with firms such as DWF and Clyde & Co. She has also served as head of cyber tech & media at Miller and as London practice cyber & technology lead at Ryan Specialty Group’s Emerging Risk, where she managed global large and complex cyber risks.
Rokstone’s new division will focus on providing configurable cyber insurance solutions for both traditional exposures and emerging risks, including those linked to artificial intelligence, supply-chain interconnectivity, and operational technology.
The timing of Rokstone’s expansion aligns with a period of rapid growth in the global cyber insurance market. Industry forecasts show that cyber insurance premiums are expected to increase from US$15.1 billion in 2024 to US$27 billion by 2030.
While the United States continues to account for 70% of global cyber premium, growth in the US has slowed, and Europe has emerged as the primary driver of expansion, recording a 22% compound annual growth rate over the past three years. Asia is also expected to play a greater role in the next phase of market development.
As the market grows, insurers and reinsurers are increasingly focused on capacity allocation and systemic risk. Regulatory bodies in Europe and the US are requiring more robust capital modelling and scenario testing for extreme cyber events.
This regulatory push is prompting insurers to refine their risk assessment and stress testing, influencing how they approach growth and manage exposure in an evolving risk landscape.
