Rainbow, a digital insurance platform for small businesses, has launched its Restaurant Program business owner’s policy (BOP) in New York.

The expansion brings the program to 30 states and positions Rainbow in one of the most densely concentrated and regulated restaurant markets in the country.

According to the company, New York represents a significant growth opportunity for the platform. The state is home to one of the largest restaurant markets in the US, with more than 20,000 establishments in New York City alone. Rainbow said its move into the state follows recent growth in its beauty & wellness program, which expanded to Texas and Illinois last month.

The restaurant program is designed to address the particular needs of food service businesses operating in high-density environments. Coverage under the BOP includes general liability, property, business interruption, employment practices liability, liquor liability and cyber coverage.

The company also said it is using a limited-distribution model to launch the program in the state. It is partnering with a select group of independent agencies and regional wholesalers that have experience in the New York restaurant market. According to Rainbow, this model allows for more targeted underwriting and deeper engagement with distribution partners.

State-regulated, admitted restaurant BOP markets remain limited in New York City, particularly among carriers that write small commercial risks. Rainbow said its program fills a gap left by traditional insurers that often avoid urban risks due to higher exposure to claims and regulatory complexity.

“New York is a vibrant and diverse market,” said Rainbow CEO Bobby Touran. “We're especially excited to launch with a curated set of key partners and are already seeing fantastic early traffic.”

Touran added that the program’s continued expansion is supported by stable reinsurance relationships. “Capacity is earned, not assumed,” he said. “Our partners know we’re in this for the long haul.”

Rainbow’s restaurant program now covers most major US restaurant markets. Its beauty & wellness program is currently active in 11 states, with additional states, including New Mexico, Utah, Virginia, and Wisconsin, expected to follow.
