History of Nevada Division of Insurance

Nevada’s insurance department was established in 1963 as part of the Nevada Department of Commerce, later reorganized under the Department of Business and Industry.

It became formally known as the Nevada Division of Insurance and later took on more roles, including licensing, financial reviews, and more. Other historical moments include:

  • 1999: launched Captive Insurance Program for business self-insurance
  • 2009: surveyed industry views on Senate Bill 99 rules
  • 2010: expanded rate review under federal health care law
  • 2015: released a market report on insurance trends in Nevada

Nevada Division of Insurance mandate

Established under Title 57, Chapter 679A of the Nevada Revised Statutes, the NDI regulates insurers, agents, and other licensed professionals. It also comprises the following official sections:

  • consumer services: helps people with questions, looks into complaints, and gets money back for policyholders when possible
  • producer licensing: gives licenses to agents and brokers, runs background checks, and makes sure they follow the rules
  • life and health: checks life and health insurance rates and forms to be sure they follow Nevada law
  • property and casualty: reviews insurance for homes, cars, and businesses to make sure rates and policies are fair and legal
  • captive insurance: gives licenses to captive insurance companies and helps them follow state rules
  • legal section: advises the NDI on legal issues, reviews cases, and makes sure companies follow insurance laws

The Nevada Division of Insurance is led by the commissioner of insurance, who is appointed by the governor of Nevada. As of July 2025, Ned Gaines serves as acting commissioner following the departure of commissioner Scott Kipper.
